PVR-003-v1 — Bank of England Synchronisation
Forecast ID / Version: PVR-003-v1
Method: Institutional Architecture Forecasting v0.4
Freeze date / evidence cutoff: 4 October 2026
Cohort: Core
Forecast status: OFFICIAL PROSPECTIVE FORECAST
Task: F3 — Maturity / Conversion
5.1 Decision Object / Control Locus / ancestry
Decision Object: Bank of England RTGS Synchronisation capability
Decision-Control Locus: primarily Bank of England-controlled, with material industry/operator and external-ledger implementation dependencies
Ancestry: Project Meridian → Meridian FX / Meridian Securities → Synchronisation Lab → planned live Synchronisation service
This is one programme lineage.
Experimental predecessors are not independent confirmations of the later live-service outcome.
5.2 Use case / jurisdiction / horizon
Use case: conditional / atomic settlement of assets on external ledgers against central-bank money in the Bank of England's RTGS service
Jurisdiction: United Kingdom
Horizon: 31 December 2028
5.3 Primary Resolution Object
> Primary Maturity Milestone: live Bank of England Synchronisation capability available for actual settlement use, beyond the non-live Synchronisation Lab.
A lab demonstration, prototype or policy statement alone does not resolve this forecast as a Hit.
5.4 Principal Scored Claim
> The Bank of England will launch a live Synchronisation capability for RTGS, enabling conditional settlement in central-bank money against assets on external ledgers, by 31 December 2028.
5.5 Observability / permitted specificity
Observability State: O3 for programme intent and target milestone; O2 for final implementation detail
The Bank has publicly:
- committed to live delivery targeted for 2028;
- launched the Synchronisation Lab in 2026;
- selected 18 organisations for the Lab;
- described real use cases including tokenised securities, FX, collateral optimisation and housing;
- placed 2027 preparations for live synchronisation on the RTGS change roadmap;
- described RT2 as technically able to support this direction.
Permitted specificity: maturity milestone only.
No official forecast is made here on:
- which Synchronisation Operator(s) will be selected;
- exact technical vendor;
- exact production architecture of each external ledger;
- exact launch month;
- exact usage scale after launch.
5.6 Call / Forecast Label
> STRONG LEAN
5.7 Strongest Alternative
> Delivery slips beyond 2028 or is materially narrowed because operator design, ecosystem readiness, regulatory/operational dependencies, RTGS settlement-hour changes or external-ledger integration prove harder than expected.
A second alternative is that synchronisation remains available only in restricted/pilot form rather than entering genuine live service by the horizon.
5.8 Load-Bearing Evidence / Warrant
The maturity case is unusually strong for a multi-year institutional programme because several distinct commitment layers are already public:
1. Explicit delivery commitment.
In May 2026 the Bank and FCA stated that the Bank is committing to launch a live Synchronisation service, targeted for 2028.
2. Active implementation pathway.
The 2026 Synchronisation Lab is not merely conceptual. Eighteen organisations are participating across house purchases, collateral optimisation, FX PvP and tokenised-securities DvP.
3. Built infrastructure base.
RT2 is already live. Synchronisation is an extension of renewed RTGS rather than an entirely new greenfield core settlement system.
4. Multi-stage experimental ancestry.
Meridian, Meridian FX and Meridian Securities have already tested the synchronisation concept across multiple transaction types.
5. Forward implementation sequencing.
The Bank's RTGS/CHAPS roadmap places 2027 work around preparations for live synchronisation and 2028+ delivery of major strategic improvements.
6. Policy consistency.
The Bank's broader wholesale-tokenisation policy explicitly seeks central-bank-money settlement for tokenised markets and treats Synchronisation as one of the core delivery mechanisms.
Taken together, this is stronger than an exploratory roadmap.
The public record reflects institutional commitment, active implementation work and an existing production RTGS base.
5.9 Material contradiction / private residual
Material unresolved variables include:
- final Synchronisation Operator model;
- final operating rules;
- technical integration standards;
- security/cyber approval;
- production onboarding;
- interaction with extended RTGS/CHAPS settlement hours;
- final scope at launch;
- possible sequencing delays across 2027–2028.
These are meaningful execution risks.
They do not currently make the delay alternative comparably supported.
5.10 Falsifier / Next Observable
Falsifiers
The Strong Lean materially weakens if the Bank:
- formally moves the live-service target beyond 2028;
- abandons the Synchronisation service;
- replaces it with a materially different approach that does not provide the defined capability;
- discloses a blocking legal, technical or operational dependency inconsistent with 2028 delivery.
Next observables
High-value prospective updates include:
- 2027 wholesale-experimentation summary;
- named Synchronisation Operator pathway;
- production design / onboarding material;
- formal 2027 RTGS implementation milestones;
- settlement-hours decisions affecting operating capability;
- live-service rulebooks or production documentation.
Any material new evidence is classified under v0.4 U1/U2/U3/U4 update semantics.
5.11 Resolution Rule
Hit
By 31 December 2028, the Bank of England makes a live Synchronisation capability available for real settlement use in RTGS, permitting conditional central-bank-money settlement against assets or transactions on external ledgers.
Miss
The horizon expires without such a live capability, and the target remains materially intact.
Target Invalidated
Only if an externally demonstrated change materially eliminates or transforms the originally frozen decision object so that ordinary Hit/Miss is no longer valid.
A mere delay is not Target Invalidated.
5.12 Research Burden Signature
Evidence trajectory: ordinary multi-source target-local, primarily direct Bank of England sources
Deep Research: No
Specialist modules: None
External resolver: None
Continuity burden: Ordinary
Burden Category: Light
No optional v0.4 specialist module was necessary.
The Lean Core was sufficient.
5.13 Lead-time state
Initial Call: Strong Lean — 4 October 2026
First Lean-or-better at scored specificity: 4 October 2026
Last-pre-resolution call: currently v1
Resolution: open
Primary lead time will be measured prospectively from 4 October 2026 to the qualifying resolution event.
